Confidence and trust are built out of abundance. For a system of credit exchange to be able to function properly the ruling power needs to be able to supply enough of a surplus, to move the financial system sufficiently far from the hair trigger line between too much and not enough to allow for confidence building and trust, to allow the system to work.
For the system to work someone needs to be shining his face onto the system with grace and the abundant light of 'more than enough'.
