No fertile soil

To be shomer shabbat is to keep the sabbatical year no less than it is to observe the Sabbath Day. 
When all of Israel is mechallel the shabbat of sheviit, it is small wonder that God's covenant cannot find fertile soil in which to take root. 
It's not that the people are violating the strictures, it's that the people are not allowing for the values to flourish, and it would be in the adherence to those values that the covenant would be realized.
