Over-production

The problem with well-functioning economies is that they over-produce. Whether people call that a savings glut or a shortfall in investment demand, the up-shot is a surplus the society seems unable to absorb. 
The abstinence of sheviit is a straightforward way for the society to employ the surplus in ways that are not necessarily productive but that are creative.
