Why does miqrah keep the land within the people of Israel's control, and the shemittat kesaphim only between Israelite and Israelite but the disbursement of the shemittat ossaph goes to Israelite and non-Israelite alike?
It's like there's a hierarchy from shemittat ossaph to shemittat kesaphim to sheviit.
