Shemittat kesaphim amounts to an artificially induced society-wide bankruptcy. Everyone gets to start fresh, in that they cannot be dunned for debts which they cannot afford to repay.
At the same time, the sheviit laws render the entire population unemployed, at least with respect to their ability to buy food.
