Beyond one's own ethnic group

Excommunication and expulsion are the ancient or medieval forms of casting someone into statelessness. 
Conjecture: what the Bible often means when it refers to a death penalty (mot yamut) is really just an expulsion; and the biblical teachings are dealing with the responsibilities of taking care of one's own, and how those responsibilities extend beyond one's own ethnic group.
