A form of collective punishment

The problem of statelessness becomes severe because scale matters, and when a nation decides to target an entire ethnic community scale considerations kick in. 
Statelessness is a form of collective punishment. 
Collective identity is tied somehow to the relation between the people and the land. The story of Sodom and Gemorah describes the challenges of collective punishment as it redounds to an injury to the land. 
Exile is a collective punishment that removes a people from their land. 
The problem of statelessness is the problem of the eradication of the individual's greater identity rather than his lesser identity as a single person.
