The defeat of the party system at the hands of the movements is the defeat of secular systems of justice and the de-fanged systems of religion before the fury and the energy of lex talionis. The biblical regime captures that energy in the form of a vengeful god who meets out justice-as-deservedness rather than justice-as-fairness.
