It was not altogether inappropriate for the Jewish people, the poster children of exile, to have to resolve the problem of the Palestinian refugee camps. The Jewish people need to show the world how to do it better. It is a sensible test for the Jewish people as they claim their rights to national sovereignty, an entitlement based in no small part on the notion that the world messed up regarding the stateless Jew, for the Jew in his own homeland to show the world a better way.
That perspective differs from the rationale of the Jewish State that its primary purpose is to protect the stateless Jew. Protecting the stateless Jew makes Israel no different from Germany or any other racist state; protecting the stateless Palestinian decidedly does distinguish Israel from Germany.
If Hebrew refers to the marginal person (the ivri), then Israel 2.0 should move from seeing herself as the third Jewish State to seeing herself as the first Hebrew state. The mission of the Jewish people should be to teach every country in the world how to become a Hebrew state.
