The stateless person is an outlaw who hasn’t committed a crime. The stateless person's very existence within the xenophobic state undermines the state’s rule of law because by definition the person’s are outside the law’s reach and its protections.
The stateless person represents a challenge to the compassion that lawfulness would afford. The stateless person tests the caring of authority when there is no authority. The caring for the stateless is good for the authority more than it is for the stateless.
