A treaty to supplement a covenant

A covenant occurs in nature; a treaty is its artificial counterpart, which details the terms and conditions of some covenantal partnership. 

The Genesis story is about covenants. When the simple covenant in nature is shown to be deficient God tries to supplement it with treaties to make the whole system work. The covenantal relationship between God and the Children of Israel is the treatment of that covenantal relationship as manifest in Biblical law.
