Character in the nation

Sovereignty is lodged in authority for foreign relations and in legitimacy for domestic relations. The foreign relations define who one’s friends are and who one’s enemies; the domestic relations define the nation’s character. Both require the state to take a stand and to promote a set of values that define the people’s culture.
