The delicate balancing act

Israel's diplomatic universe radiates outward from the Palestinians (Hamas and Fatah) to the neighbors (Egypt, Jordan, Lebanon, Syria) to the wider Arab world (Saudi Arabia, Iran, Libya, Sudan, etc.) to the great powers (Europe, China) to the hegemon (US). 

The question is how does an effective Israeli public relations campaign articulate with the delicate balancing act Israel's diplomatic corps has to accomplish to keep the state's enemies from organizing themselves into an effective threat.
