The covenant with the divine subverts the mundane ruler's power. The covenant is a treaty between God and the common folk. The common folk can choose to accept the terms of God's treaty and in so doing can choose, irrespective of the details of the society's government and administration, to shape the conduct of the society in which its members live.
A covenant is thus a failsafe against the power of the society's rulers. A covenant is thus a catalyst to shape the rule of government in a society which can be administered from the bottom up. The challenge for the people is to accept the terms of the covenant and to inculcate them into the life of their society is such a way as to reproduce from generation to generation the adherence to its terms.
A covenant is a civil society’s constitutional document. It governs the conduct of the civil society independent of the behavior of the markets or of the governments. As such a covenant is the most radically democratic form of government ever devised.
