The Germans were bad before they were worse

After WWI Germany became a failed state, which means Europe, for most of the inter-war period, had a failed state in its center. Why did Germany have so many problems? Could it have been that its political power wasn't able to keep up with its economic power? Could it be the Germans became too good at exploiting the surpluses the Industrial Revolution enabled and didn’t have a politics that could temper that exploitation?
