Herzl had his hands full simply establishing the Jewish State. He had to play the political game any way he found it. He was a standard, run o' the mill politician making bargains with the devil wherever he could find him.
That was then and this is now. Now that the state has been established it should be possible to play the game according to one's own rules. It should indeed be possible to change the rules.
