Hubris at the national level

An excess of a state’s sovereignty leads to an abuse of the minorities within the nation-state. 
Sovereignty is tempered by the need to respect one's indigenous minorities insofar as those minorities represent majorities in neighboring states, and the neighboring states temper the sovereignty any given state can exercise. Even minorities that don't have majorities in neighboring states fall under the protection of those minorities in any given state that can yes exercise influence within the state because they have brethren that represent majorities in neighboring states. 
When the sovereignty becomes total those niceties fall to the side and the majority becomes tyrannical over the ethnic minorities. That is the first step toward totalitarianism. 
Totalitarianism can be seen as the manifestation of hubris at the ruling party or the national level. Hubris leads to the exercise of untempered, absolute power, which, in other words, is totalitarianism.
