The sabbatical day is given to the entire people but it is exercised by each individual. Each individual experiences the impossibility of harvesting the mannah on the Sabbath.
The sabbatical year, in contrast, must be exercised by the entire people. The sabbatical year requires a change in the application of property rights, which application has to happen at the leadership level by the authorities of the society. Not only must the authorities exercise leadership in shaping the laws of property and in seeing to it that the entire people honors those laws, the authorities must also build the proper institutional infra-structure that make the keeping of the sabbatical year a logistical possibility.
Plus, the members of society must be trained with the skills to perform the sabbatical year properly.
Sabbaticals are as much about civil defense as they are about property rights and feeding the needy.
