The difference between the rabbinic regime and the biblical regime is the difference between the rabbi and the prophet. Prophecy requires, if not residence in a sovereign homeland, then at least the immediate possibility of such a residence. Prophecy is not possible in a world of nothing but exile.
A prophet must know the erotic thrill of the love of one's land in the stewardship of the divine.
