A people's turn to modernity will be marked by at least one generation dedicated to promoting 'youth culture.' That culture could be co-opted by the state, which can demand filial loyalty and dedication to brothers in arms. It could alternatively be enhanced by the encouragement of youth groups for the orderly transfer of power from one generation to the next.
