Israel doesn't know what to do with the contested territories because Israel doesn't have a clear understanding of how to handle the indignity of her adversaries. In a region where so much of the social order revolves around honor and shame, it is crucial for Israel to appreciate how recognizing proper desert leads to a better sense of the role in society of dignity vs humiliation.
To view fairness through God's eyes is to see desert, which, in turn reveals the forces of honor and shame, dignity and humiliation.
