Surplus & waste

Waste and surplus are similar. Surplus accumulates to the detriment of society unless it is distributed to other members of the same society; waste accumulates to the detriment of society unless it is distributed to the society's covenantal partner. 
One of the first responsibilities of government is to make sure the surplus and the wastes can be gotten rid of. Surpluses need a robust populace to deserve their distribution; waste needs a robust covenantal partner to receive its distribution.
