Property is a measure of desert

Alienable surplus must always be passed on. The only question is does it happen voluntarily or by coersion. 
The question is how does property move from private to common or, for that matter, from common to private. The privacy or the commonness of property depends on deservedness. If the person earned the property, it should be private; if the person was given the property, it should be common. The privacy or the commonness of property depends on justice. 
Property is a measure of desert.
