Progress versus decline and collapse

Some political theories are optimistic: they are theories of the progress of humankind; other political theories are pessimistic: they are theories of humankind's decline and collapse. 
The optimistic theories are led by Darwinian notions of survival of the fittest, of which market-based theories of competition in free enterprise comprise an important sub-segment. The pessimistic theories are led by racist notions of the contamination of the blood of the superior elements in human society by the infusion of the inferior elements' blood: a sort of biological theory of entropy where mixture degrades quality. 
Both the Darwinian and the racist doctrines are 'scientific' in that they are secular humanist and leave no place in their theories' constructs for the role of a beneficent God.
